Mr. Kenneth Moore is a highly effective professional with over 26 years of law enforcement experience, with19 years in a supervisory role, working for both State and County government.
Kenneth has extensive Risk and Operations Management experience, including physical site security assessments. He worked with18 private security contracted companies, ensuring they provided effective physical and personal security to state employees and over 70 buildings across the state of Arizona. While with the State of Arizona, Kenneth implemented modern investigative technologies, resulting in the prosecution and recoupment of the largest case of EBT fraud in Arizona history ($2.3 Million). Kenneth implemented enterprise approaches to fraud management by developing an Internal Affairs Methodology and Practice within the Department of Economic Security and Department of Child Safety and was directly responsible for reducing the Units’ average case investigation time from 6 months to 18 days.
While at the El Paso County Sheriff’s Office in Colorado Springs, Colorado, Kenneth managed the Law Enforcement Division, commanding over 120 employees encompassing the following Units and Sections: Patrol, SWAT, Explosives Ordinance Disposal, K-9, Civil, Mounted, Traffic, Citizen’s Patrol, School Resource Officers, Crime Reduction Unit, and Crime Analysis. Kenneth possesses over 15 years of training, supervision, and operator experience in SWAT and Crisis Negotiations. Kenneth also worked in an undercover capacity for a multi-jurisdictional narcotics, vice and intelligence unit.
Kenneth served on several Committees and Boards to implement and maintain: 800MHz Communications Systems, Enhanced 911 System, Computer Aided Dispatch systems, and Records Management Systems, utilizing continuity management principles for two Counties, eleven Cities, three Military Installations and sixteen Fire Protection Districts. Kenneth has knowledge in ICS/NIMS training and demonstrated executive level experience in real time crisis response and management during both natural and man-made disasters.
Kenneth received a Bachelor of Science in Criminal Justice, graduating summa cum laude, from Colorado Technical University. He is also a graduate of the FBI National Academy (230th Session). Kenneth has received numerous commendations and awards for exemplary service and leadership. Kenneth’s excellence in service garnered the prestigious 100 Club award, awarded to firefighters and law enforcement officers for heroism or service that goes well above and beyond the call of duty.
